Zur Erfüllung von Berichtspflichten gegenüber der EU unterhält Deutschland neben dem Messnetz der Wasserrahmenrichtlinie u.a. das EUA-Messnetz EUA: Europäische Umweltagentur). Das EUA-Messnetz wird seit 1993 unterhalten. Es beruht auf der Verordnung (EWG) Nr. 1210/90 des Rates zur Errichtung einer Europäischen Umweltagentur und eines Europäischen Umweltinformations- und Umweltbeobachtungsnetzes vom 07.05.1990. Ziel ist es, eine zuverlässige und auf europäischer Ebene vergleichbare Datengrundlage als Grundlage für die Begründung der Notwendigkeit von Maßnahmen herzustellen. Ebenso werden die Daten für eine sachgerechte Unterrichtung der Öffentlichkeit über den Zustand der Umwelt herangezogen. Die Ergebnisse dieses Messnetzes werden jährlich an die Europäische Umweltagentur in Kopenhagen geliefert.
