Seit dem 26. November 2007 ist die „Richtlinie über die Bewertung und das Management von Hochwasserrisiken“ (HWRL) der EU in Kraft. Ziel der HWRL ist es, einen Rahmen für die Bewertung und das Management von Hochwasserrisiken zur Verringerung der hochwasserbedingten nachteiligen Folgen auf die menschliche Gesundheit, die Umwelt, das Kulturerbe und wirtschaftliche Tätigkeiten in der Gemeinschaft zu schaffen. Die HWRL verfolgt damit den Zweck, durch einen grenzübergreifend abgestimmten Hochwasserschutz in den Flussgebietseinheiten, inklusive der Küstengebiete, die Hochwasserrisiken zu reduzieren und die Hochwasservorsorge und das Risikomanagement zu verbessern. Durch die Umsetzung soll die Verbesserung der Eigenvorsorge der Kommunen und der betroffenen Bürger erreicht werden.
Die Hochwassergefahrenkarten gemäß Art. 6 Abs. 3 HWRL erfassen die geografischen Gebiete, die nach folgenden Szenarien überflutet werden könnten: a. Hochwasser mit niedriger Wahrscheinlichkeit oder Szenarien für Extremereignisse; b. Hochwasser mit mittlerer Wahrscheinlichkeit; c. gegebenenfalls Hochwasser mit hoher Wahrscheinlichkeit. In den Hochwassergefahrenkarten werden für die einzelnen Szenarien angegeben (Abs. 4): a. Ausmaß der Überflutung; b. Wassertiefe bzw. gegebenenfalls Wasserstand. Für bereits ausreichend geschützte Küstengebiete (Abs. 6) kann die Erstellung von Hochwassergefahrenkarten auf ein Extremereignis beschränkt werden. In SH werden darüber hinaus zusätzlich die oben genannten drei Hochwasserszenarien in allen anderen nicht ausreichend geschützten Gebieten dargestellt.
Hochwasserrisikokarten werden auf der Grundlage der Hochwassergefahrenkarten für die gleichen Hochwasserszenarien erstellt. In ihnen sollen über die Hochwassergefahren (Überflutungsausdehnung und -tiefe) hinaus die hochwasserbedingten nachteiligen Auswirkungen (Signifikanzkriterien) dargestellt werden. In Artikel 6 Abs. 5 der HWRL sind die erforderlichen Angaben aufgeführt: a. Anzahl der potenziell betroffenen Einwohner, b. Art der wirtschaftlichen Tätigkeiten in dem potenziell betroffenen Gebiet, c. Anlagen der Richtlinie 2010/75/EU über Industrieemissionen (IED) und potenziell betroffene Schutzgebiete gemäß Anhang IV Nummer 1 Ziffern i, iii und v der Richtlinie 2000/60/EG d. weitere Informationen, die der Mitgliedstaat als nützlich betrachtet, etwa die Angabe von Gebieten, in denen Hochwasser mit einem hohen Gehalt an mitgeführten Sedimenten sowie Schutt mitführende Hochwasser auftreten können, und Informationen über andere bedeutende Verschmutzungsquellen.
